Randy C. Whaley


Biography

Mr. Whaley began his career with the United States Department of Justice in 1972, advising the White House Commission on National Justice. He was assigned to the State of Idaho where he worked for Governor Cecil Andrus, developing a model Justice System. In 1975, Mr. Whaley co-authored the National Standards and Goals for Justice for the U. S. Department of Justice and American Bar Association. In 1976, Mr. Whaley moved to the private sector where he worked for a prestigious San Diego law firm that specialized in Federal and International Business Litigation, Maritime Law and Medical Malpractice. In 1984, Mr. Whaley founded Whaley & Associates, San Diego, California, where he specialized in Federal Court Litigation, International Business Development and Banking and Securities Fraud. In 1992, because of Mr. Whaley’s experience as both an International Attorney and Businessman, he became Chairman and CEO of a renowned Oklahoma Oil Company.

In 1993, Mr. Whaley formed a joint venture with Kemira Agro headquartered in Finland, one of the largest Petro-chemical companies, to evaluate the possibility of developing an Integrated Liquefied Natural Gas Receiving Terminal and Industrial Complex at the Port of Rotterdam, the Netherlands. In 1994, Mr. Whaley co-founded Fathom Fuels, USA and American Dutch Energy, Rotterdam, the two companies responsible for the development of the Rotterdam LNG Terminal & Industrial Complex. Because project development costs would exceed one billion dollars, Mr. Whaley, as Chairman and CEO of American Dutch Energy, formed joint ventures and strategic alliances with Amoco, British Petroleum, Chevron, Mobil, and Total of France. He personally negotiated the LNG Contracts, the Engineering and Design Contracts, and the LNG Charter Agreements. Working with the Dutch government and the Port of Rotterdam as the executive in charge of public relations, he supervised the Environmental Impact Studies as well as the Construction and Design Permit Process. All these permits were approved by the Dutch government. Mr. Whaley handled all press and media activities on behalf of the LNG Project and its partners.

Mr. Whaley returned to the United States in 1998 to spend time on his Oregon ranch and participate in commercial real estate development projects. He is presently conducting due diligence studies associated with the proposed LNG terminals on the West Coast of the United Sates and Baja California, Mexico.

Currently practicing in San Diego, California, Mr. Whaley is an International Attorney, Consultant and Businessman.
